The World We Seek: FCNL Policy Statement

The World We Seek, FCNL's policy statement, sets forth FCNL's broad objectives for public policy. The General Committee, or board of governors, revises and updates the statement on an ongoing basis.Legislative priorities for each Congress are drawn from the policy statement.

The current policy statement outlining the world we seek was approved in November 2013. Download the full document, or read it by section.

Preamble

Since the early days of the Religious Society of Friends (Quakers), God’s spirit has led Friends to take action in the world. This Spirit has called Friends to recognize the equality of women and men, challenge hereditary privilege, help end legal slavery, struggle against oppression and reduce suffering inflicted by violent conflict. Since 1943, the Friends Committee on National Legislation (FCNL) has carried on this witness of the Spirit through action on Capitol Hill. Governed by members of the Religious Society of Friends, FCNL acts in faith to create a world free from war, a society with equity and justice for all, a community where every person’s potential may be fulfilled and an earth restored.

Part 1: We Seek a World Free of War and the Threat of War

Friends have long found inspiration in George Fox’s invitation to live “in the virtue of that life and power that [takes] away the occasion of all wars.” We believe that peace throughout the world is God’s will and is attainable. True security results from a culture of peace, including a healthy environment, a fair and sustainable economic life, democratic participation, an educated population, personal well-being and healthy families. Peace and security can be achieved only by peaceful means.

Part 2: We Seek a Society with Equity and Justice for All

Friends’ witness calls for right relationships among people and between individuals and God. Governments are instituted, in part, to promote and protect basic human rights. These are rights, not mere privileges subject to easy denial. Friends acknowledge the indispensable role of government in safeguarding the integrity of our society and the essential dignity of all human beings. Citizens have the responsibility to participate vigorously in making government more responsive, open and accountable.

Part 3: We Seek a Community Where Every Person's Potential May Be Fulfilled

"Inasmuch as ye have done it unto one of the least of these . . . ye have done it unto me." We believe that God dwells in each human soul, and therefore it is the birthright of all persons to live a life of dignity with access to the basic necessities for human growth and development. Accordingly, we believe that all members of society should take responsibility for each other, not only to provide the essentials of life but also to ensure an opportunity for meaningful work and recreation so that each can contribute to society according to his or her abilities. Society benefits when families and communities make commitments to care for their members.

Part 4: We Seek an Earth Restored

We declare that humankind must respect the ecological integrity and the sacredness of the natural world. All on this earth are interdependent, and we are strongly mindful of the call to be wise stewards of what God has provided. Friends’ testimonies have deep relevance to the global environmental crises we see unfolding around us.      http://fcnl.org/about/govern/policy/

GLOBAL MOVEMENT FOR A CULTURE OF PEACE

Dear CPNN readers and reporters,

This is the first bulletin since we announced that CPNN would now put a special emphasis on articles with a video available on the Internet, and we are pleased to say that during the month, we have put 10 new articles on line that are accompanied by videos.

We have also started a special section of discussion on Internet Videos, with the first question being "Understanding a culture of peace - what videos are available?" In response to this question, you will now find links to videos explaining the culture of peace by three of the pioneers in this field: Federico Mayor who was responsible for the "invention" of the culture of peace when he was Director-General at UNESCO from 1987 to 1999; David Adams, who was director of the UNESCO programme during that time;

MORE PEACEMAKERS [Proposals for Peace]

As leaders around the world warn that the Ukraine War risks to escalate into a nuclear world war, there are new peacemakers joining with China and the Vatican that we quoted in this bulletin two months ago.

Leaders from throughout Africa who went to Russia last month proposed their peace plan for the Ukraine War. Presidents Cyril Ramaphosa of the Republic of South Africa and Macky Sall of Senegal were joined by three other African presidents and 49 delegations representing most African countries and regional organizations including the African Union. Al Jazeera quotes the Reuters news agency that the African proposal floats a series of possible steps to defuse the conflict, including a Russian troop pullback, removal of Russian tactical nuclear weapons from Belarus, suspension of an International Criminal Court (ICC) arrest warrant against Putin and sanctions relief, and they quote President Putin that it could be the basis for peace in Ukraine.

And national security officers from over 40 countries, including all of the BRICS countries except Russia, converged in Jeddah, Saudi Arabia, for consultations and exchange of opinions for peace in Ukraine. Western media gave priority to the proposal presented to the conference by the Ukrainian delegation, a 10-point peace formula, which calls for the full withdrawal of Russian troops from Ukrainian territory. But according to the DPA News Agency quoted by RussianMacedonian  and Iranian media, informs that the Saudi's presented their own peace proposal, which would envisage the preservation of Ukraine’s integrity, a ceasefire along the entire frontline, the beginning of UN-brokered talks, and the exchange of prisoners.

The African peace proposal, as well as the earlier peace proposal of the Chinese, was supported by the BRICS countries (Brazil, Russia, India, China and South Africa) at their summit in Johannesburg.

Repeated remarks by Russian officials that nuclear weapons could be used if Russia's integrity is threatened, and repeated remarks by American and NATO officials that the Ukraine War should lead to the defeat of Russia have led many leaders to demand peace in Ukraine in order to avoid a nuclear war.

UN Secretary-General Guterres warned that “the drums of nuclear war are beating once again” in a message to mark the 78th anniversary of the atomic bombing of Hiroshima, “The nuclear shadow that loomed over the Cold War has re-emerged. And some countries are recklessly rattling the nuclear sabre once again, threatening to use these tools of annihilation.”

In his annual peace declaration, the mayor of Hiroshima, said that "leaders around the world must confront the reality that nuclear threats now being voiced by certain policymakers reveal the folly of nuclear deterrence theory."

And 100 top medical journals published this month an unprecedented joint call for the elimination of nuclear weapons, citing mounting nuclear tensions amid Russia’s invasion of Ukraine. The editorial concludes that “The nuclear-armed states must eliminate their nuclear arsenals before they eliminate us.”

Can the Ukraine War be stopped? While the countries engaged in the war show no sign of being ready for a peace settlement, there are mounting contradictions in these countries that could lead them to the negotiating table, as described here. When they are finally ready to negotiate, there are many peacemakers ready to help. Let us hope that this does not come too late.
